Police have arrested a suspect in Tuesday's subway shooting in Brooklyn, where 10 people were shot and more than a dozen others were otherwise injured. Frank R. James, 62, who was named as a person of interest and later a suspect by authorities, was apprehended in the East Village, officials said. Investigators found a Glock 9-millimeter handgun on the subway car, along with a key to a U-Haul van and James' credit card. More: - Authorities believe James rented the van in Philadelphia and drove it to New York City, where they found it abandoned about five miles from the subway station where he's presumed to have exited following the attack.
- The arrest comes after investigators analyzed surveillance footage from the subway system and local businesses.
- Security cameras at the station where the shooting took place, however, malfunctioned.
- James has posted several videos to YouTube in recent years, where he talked about race, violence, newly-elected New York City Mayor Eric Adams, and the unhoused. James, who is Black, also expressed bigoted views of Black people, authorities said.
- All those who were shot in Tuesday's attack are expected to survive.

The White House is expected to announce an $800M military aid package for Ukraine this week, including equipment to help Ukrainian forces fight Russia in the Donbas. Officials said the package would include drone ships and Mi-17 helicopters. Additional equipment including heavy ground artillery is also being considered, as the war shifts to a new phase focused on cities in the eastern Donetsk and Luhansk regions of Ukraine. More: - The Biden administration would use Presidential Drawdown Authority to transfer the equipment, which allows access to U.S. weapons stocks without Congressional approval.
- The package would come in addition to the more than $1.7B already given to Ukraine since Russia's invasion began in late February.
- Ukrainian President Volodymyr Zelenskyy has consistently asked for more weaponry amid the Russian offensive, saying it is necessary to protect cities and civilians from being overrun.
- The Pentagon plans to meet with the top eight U.S. arms makers to discuss Ukraine's long-term needs. The meeting appears to be in preparation for a drawn-out war that could last years.

The CDC is extending its mask mandate for airplanes and public transit until at least May 3. Initially set to expire on April 18, the mandate will remain in place due to an increase in new COVID-19 cases related to the BA.2 omicron subvariant, the CDC said. The agency said it will assess the impact that the rise in cases will have on hospitalizations and deaths before making a determination on the future of the mandate. More: - Airlines began requiring passengers to wear masks early in the pandemic, and President Biden made mask-wearing mandatory shortly after he took office.
- However, airlines have recently asked the administration to drop the mandate and ease other pandemic-related restrictions.
- The rule is enforced by the Transportation Security Administration (TSA), which previously said the CDC hoped to release a "flexible masking strategy" instead of a blanket requirement.
- The Federal Aviation Administration (FAA) logged a record number of unruly passenger incidents in 2021, with 72% of them related to mask-wearing.
- COVID-19 cases in the U.S. are up 8% over the last two weeks, though they remain well below the peaks of both the delta and BA.1 omicron surges.

GOOD NEWS: A rare woodpecker recently declared extinct continues to live in the forests of Louisiana, according to new research. There hasn't been a confirmed sighting of the ivory-billed woodpecker since 1944, but researchers said that evidence gathered using trail camera photos and drone videos suggests the birds were still active in their habitat. One of the researchers even said he got a glimpse of the woodpecker at their study site. "I was surprised," he said. "I was visibly shaking afterwards." More: - The woodpecker, once abundant in the U.S. southeast, began to disappear in the 19th century due to habitat destruction and overhunting.
- Researchers are still trying to get a clear image of the bird, which hasn't happened in nearly a century.
- The scientists' research has not yet been peer-reviewed.

A message from OUTREACH Sales reps only have 14 days to engage a buyer before it’s not worth reaching out. Waiting too long to reach out to buyers is the biggest mistake even your best sales reps make. It’s critical to follow up with your leads sooner than later. And we now know for sure that the window of opportunity is incredibly small. Outreach analyzed more than 12 million prospects, and we discovered… Sales reps only have 14 days to engage a buyer before conversion is so low it’s not worth reaching out. Based on our research, the longer prospects are silent, the less likely they are to convert from a lead to an opportunity. This pattern of silence stayed consistent at the beginning of COVID-19, even though top-of-funnel conversion rates dropped 10-15 percent for both engaged and silent prospects. Our data shows that the likelihood a prospect responds drops every day that passes. Don't take silence for an answer. Claim your copy | |
The world's nations can keep global warming below 2°C above pre-Industrial levels if they commit to and act on all current pledges, according to a new study. While the 2°C threshold will still result in significant climate effects, including stronger storms and devastating heat waves, scientists say it is a crucial barrier after which changes become catastrophic and irreversible. The study in the journal Nature says that nations must fulfill current pledges and meet the lofty goal of reaching net-zero carbon emissions within about 30 years. More: - Most world leaders and climate scientists say it would be preferable to keep warming below 1.5°C above pre-Industrial levels, but this goal seems largely out of reach with the current rate of emissions.
- The 2°C and 1.5°C targets were established in the 2015 Paris climate agreement and the 2021 Glasgow agreement.
- The study did not analyze the actions being taken by nations; it only looked at their short- and long-term targets and analyzed emissions outcomes if those goals are met.
- Nevertheless, the study's authors say their results do bring cause for optimism, given that keeping warming below 2°C was seen as outlandish less than a decade ago.
- Earth has warmed by ~1.1°C since the late 19th century.

Meta will take a 47.5% cut of sales made by creators on its digital metaverse platform. Non-fungible token (NFT) traders in particular are expressing anger that Meta will take 30% of sales through its Oculus platform, and a further 25% of the remainder (17.5% of the total) through its Meta App Store. Though the items to be sold on Meta's Horizon Worlds platform are closer to "Fornite" skins than NFTs, the platform commission is drastically higher than that on NFT marketplace OpenSea. More: - Meta announced this week it would begin to roll out creator tools for conducting digital asset sales in Horizon Worlds.
- Both Horizon Worlds and the virtual events platform Horizon Venues are early-stage iterations of how Meta and CEO Mark Zuckerberg ultimately envision the metaverse.
- The 47.5% cut separates Meta's Horizon Worlds from more open metaverses like Sandbox or Decentraland.
- However, while those platforms have much smaller creator fees, they also exist as speculation platforms where users can earn a profit by trading NFTs. Meta's Horizon Worlds is unlikely to have such an open and unregulated economy.

Sexually transmitted disease (STD) rates continued to increase in the first year of the pandemic, according to CDC data. The agency's latest STD Surveillance report showed that, while STD rates dropped briefly in the first months of the pandemic, the rest of 2020 saw diseases spread unabated. Rates may have even been exacerbated due to a diversion of health resources to fight COVID-19, leading to increased STD transmission among young people, gay and bisexual men, and minorities. More: - Though the 2.4 million total STD cases reported in 2020 were down slightly from 2.5 million in 2019, the CDC believes that is a reflection of decreased screening due to the pandemic.
- Cases of gonorrhea have increased by 45% from 2016, syphilis by 52%, and congenital syphilis by 235%. All three STDs saw increased levels in 2020 from 2019.
- Rates of chlamydia were lower in 2020, and are down 1.2% overall since 2016. Chlamydia still represents about two-thirds of all U.S. STD cases.
- The CDC believes the chlamydia decline is also related to reduced screening, as the disease is typically asymptomatic.
