President Biden on Tuesday called on Congress to codify the right to an abortion under federal law. He said the leaked draft opinion suggesting that the Supreme Court will soon overturn Roe v. Wade and Planned Parenthood v. Casey would be "a radical decision" that could have ramifications on other cases concerning the right to privacy, including Griswold v. Connecticut and Lawrence v. Texas. Nevertheless, a law codifying Roe faces tough hurdles in the Senate, where it would either require 60 votes or the willingness of Senate Democrats to abolish the filibuster. More: - The House passed the necessary legislation, the Women's Health Protection Act, in September 2021.
- The bill does not have the votes to pass the Senate, as no Republicans have said they would support it, and two moderate Democrats in the Senate declined to co-sponsor it.
- Biden called on voters to elect Democrats in November's midterm elections who could ensure the passage of reproductive rights bills regardless of the Supreme Court's decision.
- Meanwhile, the Supreme Court confirmed the authenticity of the draft opinion, but said it was not final. Justices can potentially change their minds on the decision and its scope.
Zoom out: - A strong majority of Americans (69% in a recent poll) oppose completely overturning Roe v. Wade, though they disagree on the validity of some abortion restrictions.
- As of 2019, 61% of Americans said abortion should be legal in all or most cases.
- Thirteen U.S. states currently have "trigger laws," abortion bans that will immediately go into effect should Roe and Casey be overturned.

U.S. officials plan to aggressively seek WNBA star Brittney Griner's release from Russia after the Biden administration concluded that she is being wrongfully detained. The officials did not say what changed about their assessment of Griner's detention nor how they would go about securing her release. Griner has been detained in Russia for more than two months after Russian authorities found vape cartridges with cannabis oil in her possession. More: - Griner's case is now being overseen by the State Department's Office of the Special Presidential Envoy for Hostage Affairs. Despite the department's title, Griner is not considered a hostage at this time.
- The determination that Griner is being wrongfully detained means that the U.S. will seek her immediate release instead of waiting for her case to play out in the Russian legal system.
- The head of the WNBA players' union and Griner's agent released statements noting that she has been detained in Russia for 75 days and imploring the White House to act swiftly to bring her home.
- The WNBA is allowing the Phoenix Mercury to keep paying Griner without the money counting against the team's salary cap.

U.S. employers posted 11.5 million job openings in March, a new record. America's hot job market has persisted for the last year, with the Labor Department expected to announce more than 400,000 new jobs in April for the 12th consecutive month. Another 4.5 million Americans quit their jobs in March, also a record, a sign that many workers believe they can find better pay and benefits elsewhere, which contributes to the high number of available positions. More: - The increased wages and labor tightness has also contributed to inflation, which has also been running at its highest level since the early 1980s.
- The labor market is partially a result of brief pandemic layoffs in 2020. When consumer demand unexpectedly came roaring back, companies scrambled to bring back workers, often raising pay to attract them.
- Layoffs were up slightly to 1.4 million from 1.35 million in February.
- There are still 1.6 million fewer jobs in the U.S. than there were in February 2020, indicating that many who left the labor market at the start of the COVID-19 pandemic have not yet returned.
- The Federal Reserve is expected again to raise short-term interest rates on Wednesday, hoping to curb inflation.

GOOD NEWS: Researchers say they have discovered the genetic cause of lupus, which could facilitate the development of new treatments. The chronic autoimmune disease causes joint and organ inflammation and impacts at least several hundred thousand Americans. By studying the DNA of a 7-year-old Spanish child with severe lupus, researchers identified a single mutation in the TLR7 gene. That mutation appeared to be present in other severe cases of lupus around the world. More: - Scientists used CRISPR gene-editing to introduce the mutation into mice, which then went on to develop similar symptoms.
- Pharmaceutical companies could use this information to identify existing drugs that target the TLR7 gene, and to develop new treatments.
- Other systemic autoimmune diseases, such as rheumatoid arthritis, could also be related to mutations in this gene, which could lead to the development of new treatments in the future.
- The research was published in the journal Nature.

The Trump Organization and Donald Trump's 2017 inaugural committee have agreed to pay $750,000 to the District of Columbia in a settlement stemming from accusations that they illegally misused nonprofit funds. The city alleged that Trump used funds intended for his inauguration to illegally enrich his own family; neither Trump nor his company admitted guilt in connection to the settlement. The Trump Organization will pay $400,000 and his inaugural committee will pay $350,000 to the District, which has agreed to donate the funds to two local nonprofits. More: - Trump said the allegations were "a further leg of the greatest Witch-Hunt in political history."
- The inaugural committee said it settled only to avoid the high cost of continued litigation.
- D.C. Attorney General Karl Racine sued the Trump-affiliated groups in 2020, alleging that they collaborated so that inauguration funds would "grossly overpay" for event space at the Trump International Hotel, which is less than a mile from the White House.
- In 2019, a judge in New York ordered Trump to pay $2M to settle a lawsuit that alleged that Trump misused his charitable foundation to help fund his presidential campaign.

The first evacuees from the Ukrainian city of Mariupol have reached the relative safety of Zaporizhzhia, which is still controlled by Ukrainian forces. Young children, women, and the elderly exited buses that carried them from the Azovstal steel complex in Mariupol before Russian forces continued shelling. Hundreds of civilians are believed to still be in the facility, which Russian forces reportedly began storming on Tuesday. More: - The operation to evacuate civilians from the area was coordinated by the U.N. and the Red Cross, which said that 101 individuals were brought to Zaporizhzhia safely.
- U.N. Secretary-General Antonio Guterres said he would encourage further "coordination with Kyiv and Moscow" to allow civilians to leave war-torn areas through humanitarian corridors.
- "I can't believe I made it, we just want rest," said Alina Kozitskaya, a civilian who spent weeks sheltering in a basement at Azovstal.
- About 100,000 civilians could still be in Mariupol, which has been among the most devastated Ukrainian cities since Russia's invasion of Ukraine began in late February.
