MOORE'S MARYLAND WIN — Wes Moore clinched the Maryland Democratic gubernatorial primary late Friday night, beating former DNC chair and Labor Secretary Tom Perez by about 5 points with 88 percent of the expected vote counted. It's a huge opportunity for Moore, with outgoing GOP Gov. Larry Hogan saying he won't support the Republican nominee (more below). And for all the attention D.C. media lavishes on Cabinet secretaries, it highlights how difficult it is to jump from a Cabinet post to future high office.

Perez is the latest Obama-era Cabinet secretary to try and fail to make the jump to elected office after serving in the executive branch. Hillary Clinton obviously lost her 2016 presidential run. Julián Castro's 2020 bid barely made it past 2019 before he dropped out. Shaun Donovan finished eighth in the Democratic primary for mayor of New York City last year. John King finished sixth in the aforementioned Maryland Democratic primary for governor. Then there are the floats that never were, like Arne Duncan's decision not to run for mayor of Chicago.

The exceptions from the Obama era? Well, there's Joe Biden, obviously. There's also Hilda Solis, the former member of Congress who successfully ran for Los Angeles County supervisor after resigning as Labor secretary. If we expand to the Cabinet-level officials, there's also Rahm Emanuel's successful jump from chief of staff to Chicago mayor — though then we also have to count Bill Daley's unsuccessful run for the same office eight years later, as well as his aborted bid for Illinois governor in 2013. (Daley was also secretary of Commerce in the Clinton administration.)

The George W. Bush administration has a few more notable success stories, including Mel Martinez, the HUD secretary-turned-Florida senator, and Mike Johanns, who resigned as Nebraska's governor to become Agriculture secretary and then later won a Senate seat. Mitch Daniels and Rob Portman both ran and won statewide after serving as OMB directors, too. But it wasn't all wins: Tommy Thompson's 2008 presidential bid and 2012 Senate bids both failed, for example. The Clinton Cabinet included strivers for other offices who won, like Bill Richardson, and some who lost, like Erskine Bowles, and then some who lost and then won, like Andrew Cuomo. And one, in Donna Shalala, who waited a really long time and then won a House seat in 2018, before losing it the next election.

What do most of the victors have in common? Previous high elected office. Perez's last time on the ballot in Maryland was for Montgomery County council two decades ago, for example, while Emanuel and Solis could lean on the bases they built during their time in Congress.

And of course, the competition when jumping statewide (or national) is particularly fierce. The Cabinet might be as good a launchpad as any — it's just that most people who run for major office… don't win. Something worth keeping in mind as we parse the futures of the Trump-era officials making 2024 preparations — or even the Biden Cabinet members sometimes talked about as politicians to watch in the future.

CAMPAIGN INTEL

PRIMARY WARS — " Battles over Israel divide Democratic primaries ," by POLITICO's Elena Schneider: "The top issues among Democratic voters right now include rising prices, abortion, gun violence and the defense of democracy. But the top spender in Democratic primaries is singularly focused on Israel — and battles over the issue are rending the party in district after district. The latest one is a deep-blue slice of suburban Detroit, where the American Israel Public Affairs Committee, known as AIPAC, is showering Michigan's 11th District with ads boosting Rep. Haley Stevens (D-Mich.). Spending through the group's super PAC has topped $22 million across nine safe-seat Democratic primaries so far, paying for slashing negative ads against a number of self-styled progressive candidates." // CHECK LINK

SPECIAL ELECTION WATCH — " This election could answer the biggest midterm question: Abortion or the economy? " by POLITICO's Bill Mahoney: "The victor in New York's 19th Congressional District will win just four months in office, filling the seat Democrat Antonio Delgado vacated when he became New York's lieutenant governor. But the Aug. 23 contest — the first battleground House election since the Supreme Court overturned Roe v. Wade — could prove far more consequential, giving the clearest indication yet of whether abortion will be the issue that decides control of Congress."

2020 FALLOUT — " GOP [state] senator targeted in Trump probe seeks to disqualify DA ," by the Atlanta Journal-Constitution's Tamar Hallerman: "The Republican nominee for lieutenant governor, who's one of the targets of the Fulton County investigation into potential criminal interference in Georgia's 2020 elections, is taking the probe's top prosecutors to court on Thursday. State Sen. Burt Jones, R-Jackson, is arguing that Fulton District Attorney Fani Willis and one of her top deputies should be disqualified from advising the special grand jury conducting the investigation regarding his actions in late 2020. That's because they donated money to his Democratic opponent, Charlie Bailey. Willis also hosted a recent fundraiser for Bailey. Willis says she's done nothing improper and recently called Jones' claims 'meritless.'"

ABORTION POLITICS — " Child rape puts Indiana in national spotlight as lawmakers consider abortion ban ," by the Indianapolis Star's Kaitlin Lange: "The attention is unlikely to fade as Indiana becomes the first state to hold a special session on abortion since the U.S. Supreme Court overturned Roe v. Wade last month. ... Some Democrats warn that the abortion bill could be the next Religious Freedom Restoration Act, the 2015 measure signed by then-Gov. Mike Pence that drew national backlash over fears that it could lead to discrimination. The fallout cost Indianapolis alone up to 12 conventions and as much as $60 million in economic impact. Angie's List announced it was canceling a $40 million headquarters expansion due to RFRA."

— " Harris heading to Indiana as state GOP prepares new abortion ban ," by POLITICO's Adam Wren: "Vice President Kamala Harris will head to Indianapolis on Monday, as Indiana is poised to become the first state to hold a special legislative session on abortion since the U.S. Supreme Court overturned Roe v. Wade last month. While in the state, Harris will meet with legislators and abortion rights advocates, her office said. The visit comes the same day that a rally of pro-abortion rights protesters is set to take place at the statehouse. It is unclear if Harris will attend that rally, which is being organized by, among others, ACLU of Indiana and Planned Parenthood, the women's care and abortion rights group."

THE CASH DASH

— " Thiel drops another $1.5M for Masters as campaign feels cash pinch ," by POLITICO's Natalie Allison: "Billionaire Peter Thiel's support for Arizona Senate candidate Blake Masters has now grown to $15 million as the venture capitalist and tech entrepreneur continued this month to pour money into the race to boost Masters' cash-strapped campaign. … FEC filings this week showed that as of mid-July, Masters' campaign had $1.5 million in cash on hand — but most of that sum, $1.3 million, can only be used in the general election because it came from donors who had already contributed the maximum amount for Masters' primary campaign. In a final sprint before the primary, Masters has loaned his campaign more money, putting in $639,000 in the past three weeks."

— " Rinke loans his gov campaign $10 million, Dixon scores big donors as primary nears ," by the Detroit News' Craig Mauger: "Rinke has been relying on his personal wealth, and Dixon has won over well-heeled business leaders, like west Michigan's DeVos family, billionaire Richard Uihlein of Illinois and Bernard Marcus, co-founder of The Home Depot. … Dixon's campaign received 65 max contributions [from Jan. 1 through July 17], including donations from 11 different members of the DeVos family."

POLL POSITION

— " New poll suggests Pritzker approval is slipping, still ahead of Bailey ," by WCIA's Danny Connolly: Illinois Gov. JB Pritzker got 49 percent support to Republican nominee Darren Bailey's 39 percent in a new Victory Research poll.

Presidential Big Board

— " 'His life was threatened.' But Pence isn't talking about it ," by POLITICO's David Siders: "A room full of establishment-minded Republicans greeted Mike Pence here on Friday, many of them still chilled by the Jan. 6 committee's revelations the previous evening about how close Pence and his security detail came to catastrophe during the riot at the Capitol in 2021. … Yet in an air-conditioned warehouse in the Phoenix suburbs, where Pence is engaged in a proxy war with Trump over the result of Arizona's Aug. 2 gubernatorial primary, Pence didn't mention any of that — or anything negative about Trump at all. And no one was surprised. … In his most overt undercutting of Trump yet in the midterms, Pence was in state to support Karrin Taylor Robson, a traditionalist Republican candidate for governor, while Trump rallied less than 90 miles away with her opponent, former TV anchor and election conspiracy theorist Kari Lake, on Friday evening."

— " Hogan's presidential ambitions undampened after Tuesday's primary ," by the Washington Post's Erin Cox: "Asked Sunday about his presidential ambitions after Maryland voters elevated a Trump-aligned candidate to succeed him, Gov. Larry Hogan said he planned to 'double down' on his long-term fight to pull the Republican Party in a different direction. … 'There's no question that we lost a battle, and we're losing a few battles. But the fight is long,' Hogan said on CNN. 'We have another couple of years before the next election.' The governor used his appearances to further denigrate Cox, whom he regularly calls a 'nut' and a 'Q-Anon whack job.'"

STAFFING UP

— " Dem groups launch staffing program in battleground legislative races ," by POLITICO's Zach Montellaro: "A pair of Democratic groups are launching a fellowship program to place staffers in competitive state legislative races across the country, funding positions in 18 races in the closing months of the midterms."
