Kyiv residents walking past the television tower that was struck by Russian artillery yesterday Ukraine and Russia will hold a new round of ceasefire talks today. - Kherson is located in northwest Crimea, where the Dnieper River opens into the Black Sea.
- The mayor of Kherson told reporters that Russians had not yet occupied the city, but that there were "many wounded civilians" and that supplies were running low.
- A large armored convoy is en route to Kyiv, which saw major shelling yesterday from Russian artillery.
- Leading Russian dissident Aleksi Navalny issued a statement from prison, calling on Russians to protest against "the aggressive war against Ukraine unleashed by our obviously insane czar."
- The European Union has agreed to implement new sanctions against Belarus for helping Russia with the invasion.

- Russia's central bank said that the Moscow Stock Exchange will remain closed today.

In his first State of the Union address last night, President Biden announced actions to punish Russia for invading Ukraine and highlighted his administration's efforts to combat inflation. More: - Biden said that Russian President Vladimir Putin had "badly miscalculated" and warned that he would pay a "high price" for invading Ukraine.
- He said the U.S. will close its airspace to Russian planes and will create a task force to "go after the crimes of Russian oligarchs."
- On domestic policy, Biden focused on his plans to ease supply chain disruptions, increase domestic manufacturing of cars and semiconductors, and invest in the physical and technical infrastructure needed to increase output.
- The President called for Congress to work with him on cutting the cost of prescription drugs, energy, and child care.
- He also called for bipartisan efforts to tackle the opioid crisis, improve mental health services, support veterans, and "end cancer as we know it."
- Biden pushed back against the "defund the police" narrative that many Democrats adopted during the summer of 2020, saying, "We should all agree: The answer is not to defund the police. The answer is to fund the police."

More: - Gold, silver, copper, lead, and zinc are all mined in Honduras, but indigenous activists have campaigned against the practice of open-pit mining for decades.
- Open-pit mining is particularly damaging to the environment because it typically involves the use of heavy machinery to raze through large plots of land.
- The new Ministry of Mining issued a statement calling mining "extractive exploitation" with environmentally harmful effects.
- Costa Rica and El Salvador have also restricted mining operations for environmental reasons.

A photograph of the 2019 pro-democracy protests in Hong Kong More than 100,000 Hong Kong residents have applied for British visas in the year since the U.K.'s visa program for Hong Kongers was launched. Many Hong Kong residents have left the city amid the fallout from 2019's pro-democracy protests and subsequent attacks on civil society by the city's pro-China government. More: - Hong Kong was a long-time British colony that was transferred to Chinese control in 1997.
- The city was meant to maintain independence and an open democratic system as part of the "one country, two systems" principle, but pro-China forces are pushing Hong Kong toward a closer relationship with Beijing.
- In 2019, tens of thousands of Hong Kong residents rose up against the city's government in some of the largest protests in the city's history.
- The visa program was launched by the U.K. in January 2021 to offer Hong Kongers a path to British citizenship.
- Of the ~103,000 visa applications sent in by Hong Kong residents, more than 97,000 have been accepted by the British government.
