PROGRAMMING NOTE: Morning Education won't publish from Monday, Aug. 29, to Monday, Sept. 5. We'll be back in your inbox on Tuesday, Sept. 6.

'SHUNNED,' 'ISOLATED' AND 'FEARFUL' — Two Jewish students enrolled at the State University of New York at New Paltz said they were pushed out of a sexual assault awareness group and harassed because of their Jewish and Israeli identities, according to a formal complaint with the Education Department's Office for Civil Rights.

— Last December, Cassandra Blotner posted a message on Instagram that read, "Jews are an ethnic group who come from Israel. This is proven by genealogical, historical and archeological evidence. Israel is not a 'colonial' state and Israelis aren't 'settlers.' You cannot colonize the land your ancestors are from."

— Members of New Paltz Accountability, a group Blotner and another student founded to combat sexual assault, rebuked the post and did not allow Blotner to stay in the group. "Organizing with anyone who denies the fact that Israel is colonizing Palestine would be counter to our movement," the group wrote later, according to the complaint. "It would be hypocritical of us to advocate for survivors while ignoring the oppression Palestinians face."

— "SUNY [New Paltz] … is permitting a hostile environment that marginalizes and excludes these Jewish … and Israeli sexual assault survivor students. SUNY [New Paltz] is also denying Jewish and Israeli survivors of sexual assault on campus equal access to the educational opportunities and services they need, on the basis of their shared ancestry, ethnicity and national origin in violation of Title VI," wrote the Brandeis Center, which filed the complaint on behalf of the students and Jewish on Campus.

— Federal context: OCR is investigating three complaints filed by the Brandeis Center at the University of Illinois at Urbana-Champaign, Brooklyn College and the University of Southern California. The Biden administration is also eyeing a notice of proposed rulemaking on combating anti-Semitism in December.

Cardona Today

STUDENT DEBT NEWS SOON — Education Secretary Miguel Cardona told "Meet The Press" host Chuck Todd on Sunday that the administration will have an announcement on student debt "within the next week or so." The student loan repayment pause is scheduled to end on Aug. 31.

— "We know Aug. 31 is a date that many people are waiting to hear something from," Cardona said. "We've been talking daily about this, and I can tell you that the American people will hear within the next week or so what the president and the Department of Education will be doing around that."

— Cardona also addressed the nationwide teacher shortage. More competitive pay — not lowering standards for educators — should be a key part of addressing a national teacher shortage, he said Sunday on CBS' "Face the Nation."

— "Unless we're serious about providing competitive salaries for our educators, better working conditions, so that they can continue to grow ... we're going to constantly deal with shortage issues, especially in our areas that are harder to teach or where there are less candidates," Cardona told host Margaret Brennan.

TODAY — Cardona and commissioners of education from every New England state will gather for a regional education summit hosted by education officials in Rhode Island. The first-of-its-kind summit will bring together education, community and business leaders from across New England to discuss collaboration as a region and between sectors to strengthen public education and the region's workforce.

FBI ISSUES STATEMENT ON HBCUs — The FBI on Friday released an updated statement on its ongoing investigation into the dozens of bomb threats made to historically Black colleges and universities and houses of worship earlier this year. Although the statement did not address any updates on arrests, the agency said it is working with local, state and federal law enforcement to "pursue leads and identify the individuals responsible for making these criminally and racially motivated threats of violence."

— The FBI also said it wants to continue to build trust with the leaders of these institutions. "We also continue our efforts to establish and build relationships of trust with academic and faith leaders, and maintain our commitment to keeping open dialogue and sharing threat information," the agency said, adding that it asks the public to report "threatening or suspicious activity to law enforcement immediately."

— Six months after the FBI launched an investigation into the February threats, there have been no arrests. The FBI's statement follows a POLITICO report that found HBCU leaders are frustrated there still isn't a resolution to the threats that roiled their campuses.

— HBCU leaders say they want more money for safety upgrades and they want to see those responsible for the threats brought to justice. They've also asked the FBI for a classified briefing for an update on the investigation.

— The FBI told POLITICO it did not have an update Friday on whether the agency has been in contact with HBCU leaders or provided a briefing. Lawmakers received a closed briefing from the FBI and DHS in March in response to their February request. The briefing covered the nature of the bomb threats, status of the investigation, partnerships and liaison efforts and academic engagement.

In Congress

FOXX EYEING TERM-LIMIT WAIVER — Rep. Virginia Foxx of North Carolina, the top Republican on the House Education and Labor Committee, told POLITICO's Eleanor Mueller that she is angling for a term-limit waiver. This would allow her to command the committee's gavel if her party takes the majority in the House after the November midterm election.

— "That's the track I'm on," Foxx said. "Right now, I have no opposition, and I have a lot of support for it."

— Rep. Elise Stefanik (R-N.Y.), who is also on the panel, had been rumored to be interested in the job before a report last week indicated she would instead run again for a House GOP leadership post.

Movers and Shakers

— Gia Soublet was tapped to be vice president of the United Negro College Fund's new strategic impact investment fund. SIIF is the group's philanthropic effort that aims to elevate the work of the organization and its 37 member historically Black colleges and universities.
