United Nations Secretary-General António Guterres said that the recent focus on inflation, the war in Ukraine, and the fossil fuel price surge has distracted the world from the threats of climate change. Guterres said that "we will be doomed" if the world is unable to re-focus on keeping the global temperature increase below the 1.5C threshold. More: - Guterres made the comments while speaking to the BBC in New York ahead of the COP27 climate conference set to take place in Egypt November 6-18.
- He urged developed economies to follow through on commitments to provide $100B in funding for developing countries facing the most severe impacts of climate change, saying:
- "We need to tell the truth. The truth is that the impact of climate change on a number of countries in the world, especially hotspots, is already devastating."
- A new report from the World Meteorological Organization found that the atmospheric levels of carbon dioxide, methane, and nitrous oxide reached their highest recorded levels in 2021.
- Methane concentrations grew at their highest rate in 40 years, the report said.

The Securities and Exchange Commission (SEC) approved a new rule that will require public companies to recover bonus pay from executives if their financial statements contain errors. The so-called clawback rule was initially proposed as part of the 2010 Dodd-Frank Act, but it had been blocked for more than a decade due to pushback from Republican legislators. More: - Last year SEC Chairman Gary Gensler reopened a 2015 proposal that would broaden the clawback rule.
- Under the newly approved rule, public companies will have to recover executive bonuses if their accounting documents contain errors that require the companies to file a restatement with the SEC.
- Under the new rule - which will take effect in roughly one year - companies will have to include check boxes on the front page of their annual reports to indicate whether an error correction or clawback analysis had been performed.
- Some companies already have internal clawback policies.
Zoom Out: - The SEC is also considering a rule that would require mutual funds to provide shareholders with simpler disclosure documentation.
- Another proposal would limit the ability of investment advisors to outsource some tasks to third-party companies.

Complaints about armed vigilantes filming Arizona voters who were dropping off their early ballots at drop boxes were referred to local and federal law enforcement. Conservative influencers and politicians have encouraged Americans to monitor drop boxes due to concerns about voter fraud, prompting U.S. Attorney General Merrick Garland to say that the Justice Department "will not permit voters to be intimidated" in the midterms. More: - Citizens are allowed to monitor drop boxes if they stay at least 75 feet away but actions such as taking pictures, brandishing weapons, or harassing voters are not allowed, said Arizona Secretary of State Katie Hobbs.
- Hobb's office has asked law enforcement to investigate six potential cases of voter intimidation.
- Stephen Richter, Record of Arizona's Maricopa County, said it is unclear what can be done to prevent voter intimidation. "We have not come up with the legal framework," he said.
- Some drop box observers claim to be associated with disgraced Trump advisor Steve Bannon's Clean Elections USA.
- Two voting rights groups filed a lawsuit asking a federal judge to stop Clean Elections USA members from monitoring drop boxes in Arizona last week.
- Last week, Mark Finchem, the Republican nominee for Arizona secretary of state and 2020 election denier, tweeted, "WATCH ALL DROP BOXES. PERIOD. SAVE THE REPUBLIC."

Leftist historian and MacArthur "genius" grant-winner Mike Davis passed away at 78 of esophageal cancer. More: - Davis had an atypical journey as a writer and historian, starting his professional life as a truck driver and student activist.
- By the late 1960s, Davis had joined the Southern California Communist Party. He also ran its bookstore.
- In 1998 Davis published "Ecology of Fear: Los Angeles and the Imagination of Disaster."
- The book explored the ecological and environmental history of California, arguing that hyper-development in the 20th century occurred despite the state's history of earthquakes and conflagration.
- In his 2012 book "Be Realistic: Demand the Impossible," Davis urged his readers to be kind:
- "Stop and give a hitchhiking family a ride. Never cross a picket line, even when your family can't pay the rent. Share your last cigarette with a stranger."
