| 2 | | A survey of U.S. AI experts showed many favor creating a federal "Department of AI" for AI regulation over other options like Congress or the private sector. The Axios-Generation Lab-Syracuse University AI Experts Survey surveyed 213 computer science and engineering professors from leading U.S. research universities. What the numbers show: Most experts support a "Department of AI" federal agency (37%) or global organization (22%) to regulate AI, as opposed to Congress (16%), the White House (4%), or the private sector (3%). While opinions vary on who should oversee AI rules, most of the experts agree it should be regulated. When asked how the U.S. should govern AI, 16% said creating agencies to oversee the technology, followed by 15% who support transparency and explainability mandates for AI systems. Highlight: A majority of respondents (58%) didn't trust the world's top political and business leaders to deliver AI with positive impacts. President Biden led with 9% support from experts, narrowly ahead of Google's Sundar Pichai, Tesla's Elon Musk, and OpenAI's Sam Altman. | | |

The company found that Chinese government-aligned influence campaigns are increasingly using AI-generated images to target U.S. political candidates and impersonate voters. - The technology has been used to create AI-generated visuals that attempt to mimic and influence U.S. voters.
Zoom out: - The content, which has included the Statute of Liberty and the Black Lives Matter movement, has targeted divisive issues like gun violence and disparaging U.S. political figures and symbols.
- The AI-generated images are more "eye-catching" than digital drawings and stock photos, drawing higher levels of engagement.
- Microsoft identified Chinese influence campaign content on Meta's Facebook and Instagram, Microsoft's LinkedIn, and X, formerly Twitter.

| 4 | | D-Matrix, a startup specializing in chips and platforms for AI at the inference stage, raised $110M in an oversubscribed Series B funding round. The backing came from investors including Microsoft's venture fund and Singapore's sovereign wealth fund. More: - Silicon Valley-based d-Matrix develops high-efficiency silicon and AI compute platforms for data centers.
- While many players focus on training AI models, d-Matrix differentiates itself by specializing in AI inferencing workloads.
- The startup developed the Jayhawk II chip, featuring 256 compute engines integrated with shared static random-access memory (SRAM), offering high memory bandwidth and cost-effectiveness.
- SRAM's limited capacity compared to HBM means d-Matrix is targeting smaller AI models, ranging from 3 to 60 billion parameters.
Funding: - The round was led by Temasek, the investment company owned by the Singapore government.
- D-Matrix will use the funding to advance the commercialization of its Corsair platform, designed to reduce inference costs using DIMC (digital in-memory) architecture and chiplets.
- Corsair, set for a 2024 release, could significantly reduce inference costs for smaller models.
