Weekly roundup — The top AI stories you might have missed this week: OpenAI has removed the waiting list for the Dall-E beta, allowing anyone to sign up to use the AI technology on its website. The AI research lab is also testing an API with customers and plans to offer it "soon" to businesses and developers to build their own Dall-E-based apps. The European Commission this week proposed the AI Liability Directive, which would make it easier for people and companies to sue when harmed by AI-equipped products and services. EU countries and lawmakers still must approve the directive for it to become law. Mayo Clinic researchers released a study showing that an AI algorithm can screen patients for atrial fibrillation, a common heart rhythm disorder. The algorithm was able to spot new cases of Afib from ECGs that researchers said wouldn't have been exposed during a routine checkup. Chipotle will test its AI-powered chipmaking robot developed by Miso Robotics at a Fountain Valley, California, restaurant next month. The chain is also testing a machine learning-enabled kitchen management system at eight locations in Orange County. Meta introduced Make-a-Video, an AI tool that generates brief video clips from text prompts. Examples of videos created with the system include "a dog wearing a Superhero outfit with a red cape flying through the sky" and "a teddy bear painting a portrait." Meta said it will release a demo at a future date.

Tesla will host its AI Day event starting at 6:15 p.m. PT today. The event will be livestreamed on YouTube. Elon Musk has said to expect a "highly technical" presentation that could last up to six hours. More: The event is designed for recruiting AI and robotics engineers, Musk noted. Tesla is expected to reveal a working prototype of its humanoid robot, Optimus. Hours before the event, Musk tweeted Tesla's promo image for the event displaying robotic arms, which he clarified are the "hands of Optimus." Updates are also expected for its Dojo supercomputer, Autopilot advanced driver assistance system, and Full Self Driving system. Last year's AI Day featured only an actor dressed in a Tesla Bot suit on stage. At the time, Musk said the robot is "intended to be friendly, of course, and navigate through a world of humans, and eliminate dangerous, repetitive and boring tasks." TECHCRUNCH

A U.S. bill that mandates training for federal workers who purchase AI technologies has reached President Biden's desk for possible signing. The Artificial Intelligence Training for the Acquisition Workforce Act passed the House of Representatives on Thursday. It directs the U.S. Office of Management and Budget to create an AI training program for the federal government's acquisition workforce. More: The 10-year program would teach the workforce about the risks, trends, and capabilities of AI. It applies to federal executive agencies that manage AI programs and strategies. The bill was authored by Sens. Gary Peters (D-Mich.) and Rob Portman (R-Ohio). In a statement, Peters said federal workers need to understand AI's ethical and technical implications to use the tech properly and ensure that the U.S. can compete against foreign adversaries. Biden has not specified if he would sign the bill. FEDSCOOP

The U.S. Commerce Department could release more details "soon" about possible rules that would restrict U.S. shipments of AI chips to China, a White House official said. Tarun Chhabra of the National Security Council did not specify how the new regulation would be written. More: The Commerce Department previously announced restrictions barring Nvidia and AMD from exporting certain high-end AI computing chips to China unless licenses are obtained. At a Brookings Institution event on Friday, Chhabra said such restrictions "tend to be followed by a public rule or regulation." The Biden administration will likely be able to provide more details about that "relatively soon," he added. According to Reuters, the Commerce Department has also sent letters prohibiting KLA, Lam, and Applied Materials from exporting chipmaking equipment to China's factories producing certain advanced semiconductors unless those companies gain licenses. The rules only apply to the most advanced chips, used for AI tasks in areas like natural language processing. REUTERS

Bruce Willis has reportedly sold the rights for his digital likeness to the AI firm Deepcake. The move allows Deepcake to create a digital twin of the actor to appear in commercial videos and films. More: Willis, 67, announced his retirement earlier this year following a diagnosis of the language disorder aphasia. As a result, Willis licensed his digital rights through Deepcake. In a statement, the actor said Deepcake's neural network was already trained on footage from "Die Hard" and "The Fifth Element" to create future deepfakes. Deepcake said it loaded 34,000 image fragments from the films to the AI system to create a 4K digital twin of the actor. "With the advent of the modern technology, I could communicate, work and participate in filming, even being on another continent," Willis stated. Unauthorized deepfakes have also appeared of Tom Cruise, Keanu Reeves, and other actors. GIZMODO

Kahun, the developer of a clinical assessment chatbot for patients, announced $8M in seed funding led by LocalGlobe. The Israel-based digital-health startup is working on a "digital medical adviser" that replicates the thinking and clinical reasoning of a physician. More: The company's algorithmic engine relies on a map of 30 million medical insights to deliver the clinical insights. Kahun's first application is the chatbot, which it says asks questions tailored to patients to take in findings and rule out urgent problems and rare diseases. The company says its technology can address physician burnout, fatigue, and shortages. The round included participation from the  European Innovation Council Fund and The Founders Kitchen.
