| | | | | | | By Caitlin Oprysko | Presented by American Hospital Association | With help from Daniel Lippman DASCHLE, YODER SIGN NEW CLIENTS: Former Senate Minority Leader Tom Daschle has registered to lobby for the U.S. arm of Brazilian aerospace giant Embraer. The Daschle Group’s Nathan Daschle and Spencer Wolf are also working on the account on issues related to aircraft procurement, according to a disclosure filing. — Daschle Group is the third firm on retainer for Embraer’s U.S. subsidiary, Embraer Aircraft Holding, after Elevate Government Affairs and King & Spalding, and the hire comes as industry rival Boeing faces immense new scrutiny in Washington over the company’s safety and manufacturing processes. — Former Rep. Kevin Yoder (R-Kan.) of Venture Government Strategies has also signed a new aviation-adjacent client, the dronemaker AeroVironment. According to a newly filed disclosure, Yoder, a former House appropriator, has been working on the account since early March along with Rashid Hallaway and Hamilton Bloom, a former subcommittee staff director for the Senate Appropriations Committee, on appropriations issues related to robotics and unmanned systems. — The company, which has been supplying drones for Ukraine in its war with Russia, also recently retained Jennifer Dionne of Atlantic Strategies Group — a former aide to former Senate Appropriations Chair Barbara Mikulski — and Brian Glackin of Brian Glackin & Associates — another former staffer to a former Senate Approps chair, the late Thad Cochran. HEALTH CARE LOBBYIST SIGNS 5: Four clients of former McManus Group lobbyist Alanna Temme have followed Temme to her new boutique firm, LMH Strategic Solutions, including the drug industry’s top trade group PhRMA. — Temme has also registered to lobby on behalf of the Medical Device Manufacturers Association, Avadel Pharmaceuticals and Orchard Therapeutics North America, for whom she lobbied at the McManus Group before her departure earlier this year. She’s signed one new client as well, according to disclosure filings: the drugmaker GlaxoSmithKline. Happy Tuesday and welcome to PI. Send tips: coprysko@politico.com. | | | | A message from American Hospital Association America’s hospitals and health systems are ready for you, 24/7. This week, about 1 in 100 of us will visit the emergency room. And by the end of this year, more than 130 million of us will have made this visit. You may not know when you’ll need us, but in America’s hospitals and health systems, we’re always ready — because emergencies don’t wait for business hours. This is the hospital story. | | | MORE NEW BUSINESS: Here’s a few more registrations from the pre-filing deadline flurry that caught our eye. The facial recognition company ID.me has hired Cornerstone Government Affairs to work on issues related to the company’s digital ID verification, which is used in both the commercial and private sector. — ID.me’s lobbying expenditures dropped off to around $680,000 last year, compared to $1 million in 2022, when the House panel overseeing the government’s Covid response alleged in a report that the company had overstated fraud in unemployment benefits to hike up demand for its services, while downplaying service issues. The company has just two other outside firms on retainer: Miller Strategies and Harbinger Strategies. — And eBay hired Avoq (formerly known as Subject Matter) to work on tech and online marketplace issues. Cedric Grant, a former chief of staff to House Minority Leader Hakeem Jeffries, will work on the account with Barry LaSala, Stacey Alexander and Natalie Farr Harrison, according to a disclosure. FLYING IN: The Capitol continues to be awash in fly-ins this week, including events hosted by dueling sides of the credit card swipe fees fight. The National Restaurant Association, which supports efforts to rein in card companies and banks, will take that message to more than 200 meetings on the Hill tomorrow, including with House Speaker Mike Johnson and Senate Majority Leader Chuck Schumer. — Kansas restaurateurs are even hosting a coffee for the state’s delegation and staff, and Sen. Roger Marshall (R-Kan.), a co-sponsor of the swipe fee bill, will participate in a fireside chat today with the association’s top lobbyist, Sean Kennedy. Restaurateurs will also call for preserving the tip credit and discuss efforts to crack down on so-called junk fees. — The Electronic Payments Coalition, meanwhile, is counterprogramming that event with one of its own tonight featuring Brian Kelly (better known as The Points Guy). Kelly will speak at a reception hosted by the EPC-funded U.S. Tourism Economy Alliance to argue that the swipe fee bill could restrict access to credit card points and rewards and hurt tourism and consumer spending on travel. — The ERISA Industry Committee is in town this week as well with more than 130 executives to discuss issues like the role of AI in retirement policy, PBM reforms, reining in hospital facility fees, paid leave and more. They’ll hear from House Education and Workforce Committee Chair Virginia Foxx (R-N.C.), Senate HELP Committee ranking member Bill Cassidy (R-La.), Marshall and more. — Physicians and patient advocates with the Alliance for Transparent and Affordable Prescriptions will also be talking up a PBM crackdown this week. The coalition is set to meet with leadership staff from Johnson, Jeffries and Schumer’s offices as well as Reps. Jason Smith (R-Mo.) and Vern Buchanan (R-Fla.) and Sen. Tammy Baldwin (D-Wis.). — Finally, the cosmetics industry group the Personal Care Products Council will be on the Hill this week advocating to ban animal testing and crack down on counterfeit products. Members of the coalition are set to meet with Reps. Madeleine Dean (D-Pa.), Grace Meng (D-N.Y.) and Mary Scanlon (D-Pa.). FUNDING THE TRUSTBUSTERS: “The Justice Department’s antitrust enforcers need more funding to crack down on illegal mergers and conduct, unions, small business and advocacy groups told members of Congress Tuesday” ahead of testimony from Attorney General Merrick Garland, per Bloomberg’s Leah Nylen. — “In a pair of letters to the leaders of the House and Senate appropriations committees, the groups urged lawmakers to increase the antitrust funding for the Justice Department and the Federal Trade Commission.” — Despite the Biden administration making “antitrust enforcement a key focus of its economic policy,” one of the spending bills passed this year included language to divert recently increased merger fees toward other programs, prompting an outcry from antitrust hawks. — “One of the letters was signed by prominent labor unions including Teamsters, Service Employees International Union and the United Food and Commercial Workers International Union along with more than 30 other advocacy groups. The other letter included more than 30 trade associations and business groups spanning industries including emergency room doctors, grocers, restaurants, booksellers and others.” SOROS NONPROFIT DOLES OUT $60M: “A nonprofit founded and funded by billionaire George Soros donated $60 million in January to Democracy PAC, a super political action committee he uses to support Democrats,” Bloomberg’s Bill Allison reports. — “Democracy PAC spread $21 million to a dozen super PACs in the first quarter, including $4 million donations to both the House Majority PAC and the Senate Majority PAC, which support congressional Democrats. It gave $2.5 million to Planned Parenthood Votes, and the same amount to BlackPAC, which engages with Black voters to elect candidates in down-ballot races, including governors, attorney generals and lawmakers, according to its website.” — The chunk of change from Soros’ Fund for Policy Reform “is the second largest so far in the 2024 election cycle” — behind the $82.5 million transfer from a state PAC backing Florida Gov. Ron DeSantis to the federal super PAC supporting his unsuccessful White House bid, Never Back Down — but “it’s also not the single biggest check Soros has written to a political committee ever. He gave Democracy PAC $125 million in January 2022.” CORRECTION: Monday’s edition of Influence misstated the state Rep. Kay Granger represents. It is Texas. PI regrets the error.
