The assessment from NATO Deputy Secretary-General Mircea Geoana came after Russian missiles struck Kyiv while U.N. Secretary-General António Guterres was visiting the city. More: - Ukrainian President Volodymyr Zelensky said at a press conference that Russian strikes on Kyiv on Thursday were an attempt to "humiliate the UN and everything that the organization represents."
- The German government described the attack as "inhumane."
- A journalist from the U.S.-funded Radio Free Europe/Radio Liberty (RFE/RL) media organization was killed by the Russian missile strikes in Kyiv.
- Vira Hyrych, who worked for RFE/RL since 2018, was described as "a bright and kind person, a true professional."
- Ukrainian officials said they may try to evacuate hundreds of civilians who are holed up in a steel plant in the besieged town of Mariupol.

Canadian finance minister Chrystia Freeland. The Canadian government plans to invest CA$1B ($780M USD) to create a new high-tech innovation agency over the next five years. Canada is expected to take cues from other elite research agencies like the U.S. Defense Advanced Research Projects Agency (DARPA). More: - Canada has already developed five regional research "superclusters" focused on particular industries, but the new agency will have a national emphasis and will support research in a broad array of industries.
- Dan Breznitz, co-director of the Innovation Policy Lab at the University of Toronto, said that the new agency should be a "nimble, fast-moving, independent organization that is deeply engaged with business."
- Canada may look to the Israel Innovation Agency (IIA) or the Finnish Funding Agency for Technology and Innovation (TEKES) as models.
- Breznitz described these two agencies as global research and innovation hubs.
- The new agency will need to coordinate actors from the government, academic research, and private companies in order to stimulate innovative R&D.
- The Canadian government plans to consult with stakeholders before offering more details about the planned agency later this year.

A senior official at the U.S. Department of Labor said that Fidelity’s recently announced plan to allow Bitcoin in 401(k) accounts may be too risky for many investors. Last month the Labor Department published guidance on its concerns about including cryptocurrencies in 401(k) plans, and Fidelity's recent move to do just that drew pushback from the agency. More: - In its guidance, the Labor Department said that employers offering cryptocurrencies should expect questions "about how they can square their actions with their duties of prudence and loyalty" under U.S. pension law.
- Officials from the Employee Benefits Security Administration (EBAS), which is part of the Labor Department, have scheduled a meeting with Fidelity executives to discuss their concerns.
- They are particularly interested in Fidelity's plan to offer investors the opportunity to put up to 20% of their 401(k) fund into Bitcoin.
- Fidelity, which administers 401(k)-style accounts for more than 20 million people, said that as well as Bitcoin, it may add other cryptocurrencies in the future.
- EBAS is also concerned about the crypto offerings of ForUsAll, a 401(k) provider that has partnered with Coinbase to offer investors the opportunity to put up to 5% of their contributions into digital assets.

GOOD NEWS: The U.S. Army has delivered a birthday cake to a 90-year-old Italian woman to make up for one stolen from her 77 years ago. When U.S. troops arrived in Italy at the end of World War II some soldiers pilfered a cake from the home of Meri Mion, who had just turned 13. More: - Col. Matthew Gomlak said that the people in Vincenza gave bread and wine to weary U.S. soldiers during a 1945 battle that saw 19 American casualties.
- The morning after the battle, Mion's mother made her a cake for her 13th birthday, and let it cool on the windowsill.
- "[Mion's] happiness turned into disappointment later when the resourceful American soldiers made off with [the cake.]" Col. Gomlak said.
- This week, to make amends for that theft, U.S. Army officials held a ceremony to celebrate Mion's 90th birthday near Vincenza, in northeast Italy, presenting her with a cake that read, "Buon 90 Compleanno!"
- Mion said she will eat the cake "with all my family, remembering this wonderful day that I will never forget."
