1 | Today, U.S. President Biden signed an executive order that places certain guardrails around the development and use of AI technologies. During a White House speech, Biden called AI the "most consequential technology of our time," saying he would do everything possible to "promote and demand responsible innovation." More: - Under the order, any company creating an AI model with possible national security risks must report it to the government and give information on the testing and security measures taken. That sharing of test data only applies to future models such as GPT-5.
- In-use models like GPT-4 or Google's Bard are also still subject to other parts of the order, including equity, non-discrimination, consumer protection, and worker-related provisions.
- The order will also require federal agencies to assess large AI models before using them and share reports on how they plan to incorporate AI.
Zoom out: - Through the order, the government will offer guidance to landlords and federal contractors about how to stop AI algorithms from worsening discrimination.
- The Department of Health and Human Services was directed to look into potentially harmful AI-related healthcare practices and provide resources for responsible AI use in education.

2 | Elon Musk is set to attend this week's AI Safety summit in the U.K. Musk will be present for both days of British PM Rishi Sunak's summit at Bletchley Park on Nov. 1-2. After the summit on Thursday, Musk will engage in a live conversation with Sunak on his social media site X. More: - The event will bring together political leaders, AI experts, and tech leaders to discuss AI's risks and work toward a consensus for its safe development.
- According to the agenda, around 100 participants are scheduled to address a wide range of topics, from the progress of AI to concerns about losing control over it.
Zoom out: - While no official guest list has been disclosed, top officials, including Italian PM Giorgia Meloni and European Commission President Ursula von der Leyen, are also expected at the summit.
- Not attending are French President Emmanuel Macron and U.S. President Joe Biden, who is sending Vice President Kamala Harris.

The "Advanced Data Analysis" feature, now in beta, allows paid users to upload files like data sheets and PDFs and ask ChatGPT to analyze them. The fundraising comes four months after the nascent startup raised €105M ($113M), the largest-ever seed round in Europe.
